URGENT - STATEMENT BY SNOWDON COMMITTEE

On October, 17, early in the morning, the Rodos restaurant on the Queen Mary Rd was demolished without any prior warning. It was the last remaining business in the block slated for demolition in order to put up a condo building. The restaurant was occupying the premises leased until 2013. The demolition permit was issued on October, 5 but the owners of Rodos went to court to fight for their right to remain in the building for a certain time. The judicial hearing was scheduled to hold on October, 28. The arbitrary decision to tear down the building with all restaurant equipment inside, kitchen, food and personal belongings of the owners cannot be qualified otherwise as an act of vandalism, unacceptable in a democratic society. The Snowdon Committee calls on residents to boycott all businesses in a new condo project. We also appeal to voters to withdraw their support for the CDN/NDG administration for ignoring the petition signed by more than 1200 residents who requested to keep the commercial district on the Queen Mary Rd.

Le restaurant Rodos, rue Queen Mary, n’est plus. Il est démoli le 17 octobre, tôt le matin, sans préavis. Ce fut le dernier commerce dans l’édifice voué à la disparition afin de construire à sa place un immeuble à condos. Le bail de Rodos arrive à échéance en 2013. Le permis de démolition a été délivré le 5 octobre mais les patrons du commerce se sont adressés à la justice pour obtenir le droit de rester dans l’édifice pour un certain temps. La date d’audition a été fixée au 28 octobre. La décision arbitraire de démolir le restaurant avec tout son équipement à l’intérieur, sa cuisine et ses vivres, ainsi que les effets personnels des propriétaires, ne saura être qualifiées autrement que d’un acte de vandalisme, inacceptable dans une société démocratique. Le Comité Snowdon appelle aux habitants du quartier de boycotter tout commerce qui s’ouvrira dans un nouvel immeuble. Nous invitons tous les électeurs de retirer leur appui à l’administration de CDN/NDG qui avait ignoré la pétition pour la sauvegarde du quartier signée par plus de 1200 habitants.

Рано утром 17-го октября, без предупреждения был снесен ресторан «Родос», единственное действовавшее в квартале предприятие, на месте которого запланировано строительство жилого многоквартирного дома. Срок действия договора о найме у ресторана «Родос» истекал в 2013 году. Разрешение на снос здания было выдано 5 октября, но ресторан оспаривал в суде свое право еще некоторое время оставаться на этом месте. Слушание должно было состояться 28 октября. Произвольное решение снести ресторан со всем находившимся внутри оборудованием, кухней, продуктами и личными вещами владельцев нельзя назвать иначе, как актом вандализма, недопустимым в демократическом обществе. Комитет «Сноудон» призывает жителей бойкотировать любые коммерческие предприятия, которые будут располагаться в новом здании и не допустить переизбрания на новой срок нынешней администрации СDN/NDG, которая проигнорировала петицию о сохранении этого квартала, подписанную более, чем 1200 жителей.

THE WEAK AGAINST THE STRONG…
Opponents of the Aragon condo project suffered a defeat at the Demolition Committee meeting on August, 2. After a brief hearing the Committee issued a permit to Allprime Property Inc . for tearing down a block on 4963 - 5019 Queen Mary Road. Before bringing down a decision the Committee showed the audience a photo presentation depicting the building as unsafe, dirty, unhealthy and in a state of near-collapse. These were the main arguments of those among the audience who came to the session to support the demolition. Its opponents were arguing that the pictures in the presentation do not reflect the real situation. They pointed out that for many years city inspectors had no objections to housing businesses in the block. The inspectors changed their mind only after several businesses had been evicted and most of the building had stayed boarded up for several months. The authors of the presentation failed to show how the area was looking a year ago (See on our front page). They did not show either the interior of Rodos and Ermitage restaurants the owners of which made renovations and put a new decor. The emotional question asked by owner of Rodos Christina Yotis, why her restaurant, the landmark of the Queen Mary Rd, should go, did not get any response from the Demolition Committee. Its chair Susan Clarke informed the audience that the Committee had received 19 protests and promised to take them all into account. However, she failed to mention the petition against the project launched on our website. This petition had gathered more than 1200 signatures and had been handed over to the borough officials. When asked about it by a member of the Snowdon Committe Ms. Clarke promised to look into it along with other submissions.
The conclusion of the session proves that our petition was ignored. The multicultural area near the Snowdon metro station is now doomed. And it is not the end of the story. Rumours are already circulating that some property owners in the area are thinking now of other condo projects. If it is true more evictions should be expected and more faceless buildings will soon border Queen Mary Road.
LA RAISON DU PLUS FORT….
Les opposants au projet Aragon ont essuyé une défaite à la réunion du Comité de démolition le 2 août. Après une séance de courte durée le Comité a délivré à Allprime Inc un permis de démolir le pâté de maisons situé 4963 – 5019, rue Queen Mary. Au début de la séance le Comité a présenté un diaporama démontrant les lieux comme dangereux, sales, malsains et prêts à s’effondrer. Ces photos servaient d’arguments de poids avancés lors de l’audience par les partisans de la démolition venus à la réunion du Comité pour soutenir le projet de condos. Les opposants de l’Aragon contestaient les clichés faisant valoir qu’ils ne reflètent pas la réalité. Ils soulignaient que des années durant des inspecteurs de la Ville n’ont soulevé une seule objection contre la présence de commerces dans le bâtiment en question. Soudain, ils changent d’avis. Et ce n’est qu’après l’expulsion de plusieurs business du dit bâtiment qui restait abandonné et couvert de contreplaqué plusieurs mois. Les photographes n’ont pas montré la photo du quartier d’il ya un an (Voir notre page d’accueil) Absent du diaporama était l’intérieur des restaurants Rodos et Ermitage dont les propriétaires avaient effectué des rénovations et installé de nouveaux décors.
Une question remplie d’émotions posée par la propriétaire de Rodos Christina Yotis: pourquoi son restaurant, lieu populaire du quartier, doit disparaître, n’a reçu aucune réponse. La présidente de la séance Mme Susan Clarke a informé le public que le Comité avait reçu 19 protestations et a promis de les prendre en ligne de compte. Pourtant elle n’a pas mentionné la pétition contre le projet lancée sur notre site web. Celle-là avait recueilli plus de 1200 signatures et avait été remise aux autorités de l’arrondissement. Un membre du Comité Snowdon s’est enquis de cette pétition auprès de la présidente de la séance. Elle a promis de la considérer avec d’autres documents soumis au Comité.
La décision annoncée à la fin de la séance prouve que notre pétition n’avait aucun impact sur les délibérations du Comité de démolition. Le quartier multiculturel autour du métro Snowdon est condamné. Mais l’histoire n’en finit pas là-dessus. Des rumeurs circulent déjà que quelques propriétaire du quartier pensent déjà aux autres projets condos. Si c’est vrai, il faut s’attendre à d’autres expulsions ainsi qu’à la construction de nouveaux édifices moches le long de la rue Queen Mary.

Противники проекта строительства кондоминиумов «Арагон» потерпели поражение на заседании Комитета по сносу зданий, состоявшегося 2 августа. После недолгого слушания Комитет решил выдать разрешение компании Allprime Property Inc на ликвидацию здания, расположенного по адресу 4963 - 5019 Queen Mary Road. До вынесения решения Комитет продемонстрировал присутствовавшим слайды, на которых здание, подлежащее сносу, представлено как опасное и грязное строение, противоречащее санитарным нормам и находящееся в состоянии близком к разрушению. Эти аргументы выдвигались во время дискуссии сторонниками проета «Арагон». Его противники возражали, что представленные снимки не отражают реального положения вещей. Они указывали, что в течение целого ряда лет городские инспекторы не возражали против пребывания бизнесов в блоке зданий. Инспекторы изменили свое мнение только после того, как несколько бизнесов были выселены из здания, а само оно простояло заколоченным несколько месяцев. Авторы презентации не показали собравшимся, как выглядело здание год назад. (Это можно увидеть на первой странице нашего сайта). Они также исключили из показа интерьер ресторанов «Родос» и «Эрмитаж». Хозяева этих ресторанов сделали ремонт и поменяли внутреннее убранство своих заведений. Эмоциональный вопрос, заданный хозяйкой ресторана «Родос» Кристиной Иотис, почему такая достопримечательнось квартала как ее ресторан, должна исчезнуть, не удостоился ответа от членов Комитета по сносу зданий. Председатель собрания Сузан Кларк проинформировала присутствовавших, что Комитет получил 19 протестов, и что все они будут приняты во внимание. Однако она не упомянула петицию, помещенную на нашем сайте, которая собрала более 1200 подписей и была передана районным властям. Когда представитель Комитета Сноудон спросил Сузан Кларк об этой петиции, она обещала рассмотреть ее совместно с другими документами, полученными Комитетом.
Финал заседания доказывает, что нашу петицию проигнорировали. Многокультурный район близ метро Сноудон теперь обречен. Но вся история с кондоминиумами не останавливается на этом. Уже ходят слухи, что некоторые собственники зданий в округе подумывают о новых проектов по строительству кондоминиумов. Если это действительно так, то следует ожидать дальнейших выселений и строительство других бесцветных зданий вдоль улицы Queen Mary.

Condo builders from Allprime Properties Inc. are adamant in their efforts to disfigure the Queen Mary Rd and to turn it into a street of faceless structures. Recently, they have displayed a demolition notice signed by Mr. Daniel Laffond, the Director of the Urban Planning Committee. The public is being informed that the borough authorities received a demand of permit for demolition of the building located at 4963 and 5019 Queen Mary Rd and that a person wishing to oppose the demolition must submit his or her objections to the borough secretary by July 12, by mail at 5160 Decarie Boulevard, room 600, Montreal, H3X 2H9, or by fax at 514 868 3538. The address mentioned in the notice is the location of Rodos and Ermitage restaurants. If the permit for tearing down the building is granted these landmark businesses on the Queen Mary Street will follow the fate of the others already evicted by developers. It is noteworthy that the demand of permit for demolition has been filed before the revised condo project is approved. The timing of its submission is suspicious: July when many people are on vacation. It seems that Allprime Properties Inc. is trying to have the building destroyed by all means first and then to foist any project on the city that would have no choice but to approve it.
DEMOLITION PRECIPITEE?
Des constructeurs de condos de Allprime Properties Inc. persévèrent dans leurs efforts visant à défigurer le Chemin Queen Mary pour le transformer en une rue bordée d’édifices sans caractère. Récemment, ils ont affiché un avis de démolition signé par le directeur de l’aménagement urbain et des services aux entreprises M. Daniel Lafond. Ainsi, on informe le public que les autorités de l’arrondissement avaient reçu une demande de permis de démolition du bâtiment situés entre 4963 et 5019 chemin Queen Mary. Toute personne opposant à cette destruction peut déposer ses arguments au secrétaire du Conseil d’arrondissement jusqu’au 12 juillet par courrier au 5160, Boulevard Décarie, bureau 600, Montréal, H3X 2H9 ou par fax au 514 868 3538. L’adresse figurant sur l’avis de démolition est celui des restaurants Rodos et Ermitage. Si le permis de démolition est accordé ces deux restos, populaires dans le quartier, devront fermer leurs portes. Ils subiront le sort d’autres commerces déjà chassés par les promoteurs. Il est à noter que la demande de permis de démolition a été déposée avant que le projet de construction soit approuvé par les autorités. Le choix de temps de déposition – lsaison de vacances au mois de juillet - suscite des suspicions. Il semble que l’objective de Allprime Properties Inc. soit de faire démolir d’abord le bâtiment par tous les moyens pour pouvoir ensuite imposer à la ville n’importe quel projet que celle-là n’aurait pas d’autre choix que d’accepter.

Строители кондоминиумов из компании Allprime Properties Inc. тверды в своих усилия изуродовать Queen Mary Road и превратить ее в улицу безликих построек. Недавно они вывесили извещение о сносе, подписанное директором отдела городского планирования г-ном Даниэлем Лафоном. Общественность извещают, что районные власти получили заявление на выдачу разрешения на снос здания расположенного на отрезке улицы Queen Mary 4963 - 5019. Любой человек, выступающий против сноса, должен представить свои аргументы секретарю Совета боро к 12 июля. Их можно отправить по почтовому адресу: Decarie Boulevard, room 600, Montreal, H3X 2H9 или по факсу 514 868 3538. В здании, обозначенном в извещении, расположены рестораны «Родос» и «Эрмитаж». Если просьба о разрешении на снос здания будет удовлетворена, то они должны будут закрыться, иными словами, их ожидает судьба других бизнесов, уже изгнанных девелоперами. Примечательно, что заявление о разрешении на снос было подано до того, как был одобрен проект строительства дома. Подозрителен выбор времени для такого заявления: июль, когда многие люди находятся в отпуске. Похоже, что компания Allprime Properties Inc. пытается всеми средствами добиться сноса здания, а потом навязать городу любой свой проект. Тогда у городских властей, видимо, не останется другого выбора, как одобрить его.

The Montreal Russian language periodical Nasha Gazeta reports in its December, 30 issue quoting the Régie du bâtiment du Québec that the Allprime Properties Inc. has no license for commercial activity in this block of the Queen Mary Street.
